摘要:
“根本性建设”是党的建设的重要组成部分，同时又有其独特地位和重要影响。改革开放以来，中国共产党的“根本性建设”历经从“制度建设是党的根本性建设”“执政能力建设和先进性建设是党的根本性建设”，到“思想理论建设是党的根本建设”，再到“政治建设是党的根本性建设”的发展演进。这一历史演进过程，是中国化马克思主义党建理论发展的内在要求，是解决党的建设实际问题的客观需要，是党有效应对各种风险挑战的必然选择。党的“根本性建设”的动态发展与历史演进启示我们，全面推进党的建设新的伟大工程，提高党的建设质量，必须紧紧抓住党的根本性建设这一“牛鼻子”，积极凝练和打造具有标识性的新概念、新话语，与时俱进完善党的建设的总体布局等。
Abstract:
“Fundamental Building” is an integral component of the party building of the Communist Party of China(CPC), holding a unique position and exerting significant influence. Since the beginning of the reform and opening-up policy, the concept of “Fundamental Building” within the CPC has evolved from “institutional construction as the fundamental building of the Party” to “enhancing governance capacity and vanguard nature as the fundamental building of the Party”, and further to “ideological and theoretical construction as the fundamental building of the Party”, and most recently to “political construction as the fundamental building of the Party”. This historical evolution process is an inherent requirement of the development of Marxist party-building theory with Chinese characteristics. It stems from the objective necessity of addressing practical party-building issues and is a necessary choice for the Party to effectively respond to various risks and challenges. The dynamic development and historical evolution of the Party's “Fundamental Building” teach us that as we comprehensively advance the Party's new major project of development and enhance the quality of party building, we must firmly grasp the “key link” of the Party's fundamental building. We should actively refine and create distinctive new concepts and discourse, continually improve the overall layout of party building in accordance with the development of the times.
