摘要:
我国开展职业教育体系建设经历了40多年,初步形成了建成现代职业教育的基本框架。职业教育地位的提升要靠正确地确立其在整个教育体系中的地位,只有对其进行根本性的反思,深化现代职业教育体系建设改革,才能打开新局面、形成新格局、达到新境界。我们必须正视职业教育三大误区,即职业教育体系等于学校职业教育体系;凸显类型特征等于割裂普职、使其二元对立;解决“断头教育”等于推动院校升格。必须回应新时代需求,即基于职业教育从赋予“一技之长”的谋生教育转变为“以人为本”的生涯教育;产业智能化转型迫切需要对技术技能人才的升级培养;拥抱和鼓励多元学习和终身学习的学习型社会、技能型社会到来的时代变迁,从类型关系明晰、层次关系完善、供需关系调整、职前职后关系协调、保障制度健全五个方面提出深化现代职业教育体系建设改革的关键制度设计。
Abstract:
China has devoted over 40 years to developing its vocational education system, and has established a basic framework for building a modern vocational education system. Elevating the status of vocational education requires accurately defining its place within the entire education system. Only by thoroughly examining and reforming the construction of the modern vocational education system can we create a new situation, form a new pattern, and reach new heights. This requires us to overcome the following three significant misconceptions in vocational education:that the vocational education system is equivalent to the school vocational education system; that emphasizing typological differences creates a dichotomy between general education and vocational education; and that solving the problem of “truncated education” is equivalent to the upgrading of educational institutes. The new era is characterized by the following new developments in vocational education:it will transform from a livelihood education that helps people acquire “necessarg skill” to a “people-oriented” career education; the transformation of industrial intelligence urgently requires the upgrading and cultivation of technical and skilled talents; and it has to embrace and encourage the arrival of a learning-oriented and skill-oriented society characterized by diverse learning and lifelong learning. In responding to these needs, we propose that the critical system design for deepening the construction and reform of the modern vocational education system should be carried out from the following five aspects:clarifying the relationship between different types of education; improving the relationship between different levels of education; adjusting the relationship between supply and demand; coordinating the relationship between pre-service and in-service education; and improving the protection and support system.
