摘要:: 教育改革是一项系统工程，从改革开启、实施到成效，每一步的成功都不仅取决于教育系统内的各方合力，更取决于系统外、系统内的运作协调。其中系统思维与全局设计是教育改革成功的前提条件，系统整合与部门协同是教育改革成功的关键制约，经验反思与成效评价是教育改革成功的反馈机制。改革者只有以系统思维为引领，充分的预期改革风险，进行综合的方案设计，监控改革的实施进程，协调系统内外的复杂关系，进行理性的改革效果评价，才能最终赢得教育改革的成功。

Abstract:: Education reform is a systematic project: from its beginning to its implementation to the achievement of its goal, success in every step depends not only on the collaboration between different parties within the education system, but also on the cooperation between external forces and the education system as a whole. A successful education reform relies on: among others, system thinking and global design; system integration and department coordination; and experience reflection and effect evaluation. In the process of education reform, reformers should take the system thinking as the leading force, fully understand reform risks, make a comprehensive project design, monitor the implementation of the reform policy, coordinate the complicate relationship between the inside and the outside elements of the system, and appropriately evaluate the effect of reform. In doing so, they will inevitably win the success of education reform.
