摘要:
教育改革和发展需要外部社会的广泛支持。政府职能本身不仅是重要的社会支持因素,政府职能定位还会影响教育改革和发展的社会支持系统的发育。在从“全能政府”向“有限政府”的转型中,社会支持随之经历了从混沌到分化、从自发存在到艰难剥离的变迁过程。教育改革和发展的社会支持的可持续成长,有赖于政府职能对教育社会支持的引导作用的重新定位。
Abstract:
External social support is indispensible to successful education reform and development. The government function itself is one of the key social support elements. More importantly, the orientation of government function affects the growth of social support system for education reform and development. In the transformation from “an omnipotent government” to “a limited government”, the social support for education reform and development will undergo profound changes: from chaos to differentiation; and from a spontaneous existence to a planned division of labor. The sustainable development of social support for education reform and development depends on reorientating government functions in guiding the social support for education.
