Abstract:: Community-level governance is an important part of China's national governance system, in which resident's participation plays an indispensable role. The practice of resident's participation in community-level social governance since the reform and opening-up can be broadly divided into four closely related but distinct historical stages: the restoration of the neighborhood system, the exploration of community construction, the great development of community construction, and the community governance in the new era. Looking back at these four historical stages, resident's participation has been changing and showing different characteristics from operational mechanism to action practice. With the continuous improvement of community-level social governance capacity and the level of governance, resident's participation has been optimized, creating a new model of grassroots social participation with Chinese characteristics.
