摘要:

数字经济时代，是人类社会发展的新阶段。世界各国都深刻认识到数字经济是构筑国家核心竞争力的新动力，并采取积极措施谋划推动数字经济发展。数字经济在全方位、多层次地改变着经济范式、经济格局与世界秩序的同时，也遭遇着数据垄断、算法权力和平台异化的三重挑战。以安全、共享、秩序、责任为核心内涵的人类命运共同体的构建，能有效应对上述挑战，对于提升数字经济治理效能，规范全球数字经济治理，助力数字经济健康发展具有重要意义。人类命运共同体对于数字经济健康发展的中国智慧体现在能够为成果的共同分享汇聚发展活力，为规范的共同遵守提供良好环境，为安全的共同维护夯实防御基石，为治理的共同参与营造合作格局。

Abstract:

The era of digital economy is a new stage in the development of human society. All countries in the world have deeply realized that the digital economy is a new driving force for building core national competitiveness, and have taken active measures to plan and promote the development of digital economy. While the digital economy is changing the economic paradigm, economic structure, and world order in an all-round and multi-level manner, it also encounters the following three challenges brought about by healthy development: data monopoly, algorithmic power, and platform alienation. The construction of a community with a shared future for mankind, in which security, sharing, order, and responsibility are taken as core values, can effectively deal with the above challenges. It is of great significance for improving the efficiency of digital economic governance, standardizing global digital economic governance, and helping the healthy development of digital economy. The Chinese wisdom for the healthy development of digital economy embodied by the proposal of building a community with a shared future for mankind is reflected in its ability to gather development vitality for the common sharing of achievements; to provide a good environment for the common compliance with the norms; to lay a solid cornerstone for defending the common maintenance of security; and to create a cooperation pattern for joint participation in governance.
