摘要:

基层治理是国家治理体系的重要组成部分，居民参与是基层社会治理不可或缺的内容。梳理改革开放以来居民参与基层社会治理的实践形态，大致可分为街居制恢复时期、社区建设探索时期、社区建设大发展时期和新时代社区治理时期四个既紧密联系又有所区别的历史阶段。回顾这四个历史阶段，居民参与从运行机制到行动实践均在不断变化并呈现出不同特征。随着基层社会治理能力和治理水平的不断提升，居民参与不断优化发展，创造出具有中国特点的基层社会参与新型模式。

Abstract:

Community-level governance is an important part of China's national governance system, in which resident's participation plays an indispensable role. The practice of resident's participation in community-level social governance since the reform and opening-up can be broadly divided into four closely related but distinct historical stages: the restoration of the neighborhood system, the exploration of community construction, the great development of community construction, and the community governance in the new era. Looking back at these four historical stages, resident's participation has been changing and showing different characteristics from operational mechanism to action practice. With the continuous improvement of community-level social governance capacity and the level of governance, resident's participation has been optimized, creating a new model of grassroots social participation with Chinese characteristics.
