摘要:
度调查和评价的理念与方法,是衡量组织效能的重要维度,关注师生需求、期望和问题解决,有利于激发高校二级学院组织活力、积极性与创造性。推进高校二级学院管理的主体化、实体化,以师生满意度为核心理念对高校二级学院管理制度改革、建构的要素进行提炼和设计,主要包括决策运行、考评选拔、财物管理、人文学术环境四个要素;其协同融合发展是高校二级学院管理制度转型的重中之重。理顺高校二级学院的组织结构、制度与人的发展关系,能够最大限度地提升人的效能和满意度或幸福感。
Abstract:
The rationale and method of surveying and evaluating whether the administration of an organizationis satisfactory or not are essential to the assessment of its organizational performance. Focusing on the needs andexpectations held by the faculty and students and on the solution to their problems helps stimulate the vitality,initiative and creativity of the subordinate colleges and schools within universities in China,which should beturned into organizations with substantial administrative power. However,such an empowerment-oriented reformof the administrative system for the academic units subordinate to the universities should adopt the criterion ofwhether it brings satisfaction to their faculty and students especially in the following four aspects:the operation ofthe decision-making mechanism;evaluation and promotion;financial management;and academic environment.The coordinated development of these factors is the key to the reform. To adjust and optimize the relationshipbetween the organizational structure,system and the development of the personnel of the colleges and schoolssubordinate to the universities can maximize the efficacy and the satisfaction or happiness of their personnel.
