摘要:: 社情民意是社会意识形态的重要内容和重要组成部分，与意识形态安全存在着紧密联系。畅通社情民意渠道是做好意识形态工作从而确保意识形态安全的根本之举。要以马克思主义唯物史观为指导，认真正视社情民意渠道不够顺畅的一系列重大而突出问题，以强烈的问题意识、责任意识和使命意识主动化解因利益诉求差异和执政能力有待提高而引发的多元文化价值观之间的矛盾冲突，以多管齐下的力度夯实畅通社情民意渠道的坚实根基，努力形成在价值认同基础上达致价值共识这个最大的社会公约数，以党民关系和谐推动政治文明发展。

Abstract:: Public opinion，an essential component of social ideology，is closely related to ideologicalsecurity：a smooth communication of public opinion is the key to the ideological security. The problemswith the communication of public opinion should be taken into serious consideration under the guidance ofMarxist historical materialism. A strong sense of initiative and responsibility is needed in dealing with theconflicts between different cultural values caused by the conflicts of interests and inadequate and inappropriategovernance. Multiple measures should be taken to consolidate the foundation for the smooth communicationof public opinion，to reach the consensus on values（ i.e. the biggest social common divisor） through valueidentification，and to achieve political progress through constructing a harmonious relation between the Partyand the masses.
