摘要:
在当今社会,教育领域既是一种国家领域,也是当今社会中的一种重要的公共领域,同时还作为一种专业领域而存在。每一种领域的主导力量、运作逻辑以及与之相应的体制架构方式各不相同,各种不同的导向之间时常会彼此冲突,教育改革需要兼顾教育领域的这种复杂性。当前教育领域备受关注的“学校教育过度行政化”、“企业家或官僚办学”、“外行管理内行”等问题使教育领域专业性问题日益凸显。教育领域作为一种专业领域,需要遵循其独特的内在逻辑,不同于纯粹国家领域以及一般公共领域的运作,其体制架构方式也不尽相同,这在对教育改革进行制度设计时予以充分考虑。
Abstract:
At present, the field of education, as an intersection of the state sphere, the public sphere, and the professional sphere, are under different or even conflicting influences from these different spheres, for each of them has its characteristic leading force, operation logic and institutional framework. Such a complexity, therefore, should be accommodated by the education reform. Currently, the issue of how to protect the professionalism in education is becoming increasingly prominent due to the facts of great concern like: the school management is under too much government control; schools are run by entrepreneurs and government officials; and educational experts are supervised by non-experts. As a professional sphere, the field of education, different from the typical state and public spheres, has its own institutional construction and should follow its own intrinsic logic. All this should be taken into consideration when we make institutional designs for education reform.
