摘要:
师范类专业认证作为一项国家制度,自2014年教育部在江苏、广西启动认证试点以来,先后经历了入轨、逐步铺开到制度化实施阶段。经过10年的探索与实践,师范类专业认证制度在落实党和国家关于教师队伍建设和教师教育工作大政方针,规范师范类专业办学行为,促进师范类专业内涵建设,转变教师教育教学观念,提升高校教师教学素质,健全高校质量保障体系等方面发挥了积极作用,形成高校更加重视师范类专业、考生更加青睐师范类专业、学界更加关注师范类专业和社会更加关心师范类专业的基本局面。同时也发现,认证进度呈现区域化差异、重视程度出现校际差异、投入精力表现个体差异,对认证制度的价值意蕴理解不深,复杂性认识不足,共性问题研究不够。为更好发挥其制度优势,应进一步完善制度运行机制,督促行动者精力投入,强化对课程评价突出问题的专题性研究。
Abstract:
As a national initiative, the accreditation of teacher education programs has undergone significant development since its pilot launch by the Ministry of Education in Jiangsu and Guangxi in 2014. It has progressed through the stages of initial alignment, gradual expansion, and now institutionalized implementation. After a decade of exploration and practice, the teacher education program accreditation system has played a positive role in several key areas: implementing China's major policies on teacher workforce development and teacher education, standardizing the conduct of teacher education programs, promoting the intrinsic development of these programs, transforming the educational and teaching philosophies of teacher educators, enhancing the teaching quality of university faculty, and strengthening the quality assurance system in universities. This has led to a scenario where universities place greater emphasis on teacher education programs, candidates show increased preference for these programs, academia pays more attention to them, and society shows more concern for them. However, there are also challenges identified, such as regional differences in the pace of accreditation, inter-university variations in the level of emphasis, individual differences in the effort devoted to accreditation, inadequate understanding of the value and implications of the accreditation system, insufficient recognition of its complexity, and limited research on common issues. To better harness the advantages of the system, it is necessary to further refine the operational mechanisms of the system, encourage stakeholders to invest more effort, and strengthen targeted research on prominent issues in curriculum evaluation.
