摘要:

党内法规是伟大建党精神制度化的主要载体。文章以《中国共产党党内法规汇编》为蓝本，运用量化统计和内容分析的方法，探析伟大建党精神的制度结构、制度传承和制度运行模式。结果发现，在静态上，“坚持真理”贯穿于党的领导工作中，而“坚守理想”“不怕牺牲、英勇斗争”更多地呈现于党的自身建设工作中，“践行初心、担当使命”全面体现在党的组织工作和监督保障工作中，“对党忠诚、不负人民”高度统一并作为主线贯通于党的全部工作; 在动态上，“坚持真理、坚守理想”内化为党领导一切的自信和坦然，“践行初心、担当使命”熔铸于从严治党的本质要求中，“不怕牺牲、英勇斗争”引领大无畏的刀刃向内式的工作作风改革，“对党忠诚、不负人民”则浸透于党内法规覆盖的全部工作中。文章据此归纳出伟大建党精神制度化实践的三大特征:伟大建党精神的内涵结构化地嵌入党内法规各板块; 伟大建党精神的制度化实践形式随时代发展而发展; 伟大建党精神经由两个“一体化”实现制度化运行。

Abstract:

The inner party laws and regulations are the main carrier of the institutionalization of the great founding spirit of the CPC. Based on the formulation of the Inner Party Laws and Regulations of the Communist Party of China, this paper uses the methods of quantitative statistics and content analysis to explore the institutional structure, institutional inheritance, and institutional operation mode of the great founding spirit of the Party. The results show that statically, “holding firmly to the truth” runs through the Party's leadership, while “adhering to the ideals” and “fearing no sacrifice and struggling bravely” are more reflected in the Party's self-construction work, and “practicing the original intention and undertaking the mission” is fully reflected in the Party's organizational work, supervision and guarantee work, and “being loyal to the party and living up to people's expectations” is highly unified and runs through all the work of the Party as the main line. Dynamically, “holding firmly to the truth and adhering to the ideals” is internalized into the self-confidence and calmness of the Party in exercising its overall leadership; “practicing the original intention and undertaking the mission” is melted into the essential requirements of strictly governing the Party; “fearing no sacrifice and struggling bravely” guides the profound internal reform of the Party's work style; and the spirit of “being loyal to the Party and living up to people's expectations” is permeated in the work covered by all the inner party laws and regulations. Based on this, this paper has identified the following three characteristics of the institutionalized practice of the great founding spirit of the Party: its connotation is structurally embedded in the various parts of the inner party laws and regulations; the form of its institutionalized practice develops with the progress of the times; and its institutionalized operation is achieved through implementing the two “integrations”.
