摘要:: 决策咨询研究机构的发展繁荣事关国家治理体系和治理能力现代化的进程，影响其发展的因素多元、复杂，且因素之间往往存在交互关系。为了更好把握推动决策咨询研究机构发展的政策着力点，本文以高校智库为例，从政治、经济、社会和技术四个外部层面以及运作方式、经费来源和议题选择三个内部层面建立了我国高校智库发展的影响因素体系，在此基础上，借助灰色DEMATEL方法探讨了因素之间的相互关系，进而识别了高校智库这一特殊决策咨询研究机构发展的关键因素、原因因素和结果因素，最后提出了推进高校智库良性发展的对策建议。决策咨询机构；高校智库；灰色 DEMATEL方法

Abstract:: The development and prosperity of China’s government decision-making consultation institutesis related to the modernization process of the national governance system and governance capability. Thefactors influencing the development of China’s government decision-making consultation institutes are diverseand complex，and there is always an interactive relationship between them. Taking think tanks in collegesand universities as an example，this paper establishes a system of factors from the four external dimensionsof politics，economy，sociality and technology and the three internal dimensions of operation mode，fundsources，and research subjects. The grey Decision-making Trial and Evaluation Laboratory（ DEMATEL）method is used to explore the interaction between the factors and identify the primary factors，causal factorsand outcome factors in the development of the think tanks in colleges and universities. On this basis，thecorresponding suggestions are put forward for the sound development of these institutes.
