政府购买环境治理服务的实践模式与创新路径-《南京师大学报（社会科学版）》

摘要:: 环境保护已经成为全球普遍高度关注的议题，随着科学发展观和经济新常态等新思想的提出，中国环境治理问题举国关注，已被列为重要政策议程。目前学术界对政府购买养老服务、教育、医疗等基本公共服务的研究较多，对购买环境治理关注尚显不足。本文在分析我国推进政府购买环境治理服务可行性、必要性以及内容构成的基础上，通过对我国政府购买环境治理服务的初期实践探索的分析总结了几种主要的购买模式，并发现我国政府购买环境服务过程中存在购买范围边界不明晰、购买资金保障不到位、购买服务绩效第三方评价机制不健全、购买服务制度化、法治化程度不高等问题，在此基础上提出完善政府购买环境治理服务的政策建议。

Abstract:: Environmental protection has become an issue of global concern. Guided by the scientific outlookon development and the theory of new normal in its economic development，China has paid due attention tothe improvement of its environment，which has been listed as a key item on its policy agenda. Researchershave done a lot of substantial work on government procurement of such basic public services as elderly care，education and medical care but paid insufficient attention to the procurement of environmental productsand services. On the basis of analyzing the feasibility，necessity and contents of government procurementof services for improving our environment，we have identified a few models of government procurementthrough examining the preliminary practices carried out by some local governments. By so doing，we havefound that there are such problems with government procurement of environmental services：the products andservices are not clearly defined；the fund for the procurement is insufficient；the evaluation of the performanceof the services purchased is unsatisfactory；and the rules and laws governing the procurement are in needof improvement. Addressing these problems，we offer some policy recommendations for how to improvegovernment procurement of environmental services.
