摘要:: 十八届三中全会高度重视未来法治建设,不仅提出指导思想,还相应地作出精密的实施安排。在立法方面,其所强调的科学立法,既包括逻辑科学立法也包括社会科学立法。在要求民主立法的同时,也需要顾及到立法的专业化。在行政执法方面,对行政权的制约是关键,依法行政是法治政府的核心内涵。在司法方面,要实现在依法和公正精神指引下的独立审判。

Abstract:: Paying due attention to constructing the rule of law in the future, the Third Plenary Session of the 18th CPC Central Committee has not only provided clear guidance but also made careful arrangements for this great project. The scientific legislation emphasized by the session contains logical and social scientific legislations. The meeting also maintained that while pursuing democracy in legislation, it is essential to keep professionalism. The key to governance according to the law lies in putting the government power under control, which is the essence of a law-based government. In terms of judicial practice, the judicial body should independently and impartially exercise its power pursuant to law.
