Abstract:
The governance of online public opinion in the Chinese context is a set of mechanisms for collecting online public opinions and intervening in the formation and spread of public opinion in the cyberspace. The core is to maintain a balance between freedom of speech and risk control. After more than ten years of practice, the governance of online public opinion has undergone a shift from a campaign style governance to a new mode characterized by collaborative and comprehensive governance. The operation of the integrated governance system can draw on the “multi-stakeholder” model of global Internet governance, and change from a unilateral government management model to a model featuring multi-stakeholder participation in governance, thereby building an operation model characterized by government’s leadership, network operators’ collaboration, content service providers’ assumption of the main responsibility, and network users’ participation. However, the effective operation of this model requires the cooperation and positive interaction between various stakeholders, so more institutional arrangements are still needed.
