Abstract:: Technological administration，based on the instrumental rationality，aims to achieve effectiveadministration and public services through concept formulation，inference and quantitative analysis. Superdepartmentreform，triggered by the development of the Internet technology，is to bring about a holisticadministration characterized by effective professional division within an organization and productive coordinationbetween different departments，thus showcasing the logic of the evolution of technological administration. China’soverhaul of its administrative system has entered the stage of super-department reform. Through reviewingparadigm evolution of technological administration，the paper attempts to explore the path choice for pushingforward the Chinese administrative reform to realize the modernization of state governance capacity.
