Abstract:: The new paradigm of “data flywheel” capital accumulation created by platform enterprises is to organically combine the three links of data production, data application and data consumption, and realize the cyclical movements among the three through a series of digital infrastructure. The main competitive advantages of platform economy are highly automated capital accumulation process, low potential of excessive capital accumulation, and more flexible platform organization mode. While platform enterprises are actively exerting the positive utility of capital, the monopoly risk of platform capital is also increasing. Under the logic of “people-centeredness”, the anti-monopoly regulation of platform economy should first focus on platform value creation and innovation, then focus on competition, refine the application of anti-monopoly rules in the field of platform economy, and combine flexible governance and soft law governance and other means to regulate and guide the healthy development of platform capital, so as to maximize the positive role of capital.
