Abstract:
In the era of the Internet, information dissemination has broken through the physical limitations of time and space. Public opinion communication has the basic characteristics of immediacy, non-hierarchical structure, and emotionality. This article uses case comparison and game theory research methods to reveal that the generation of major network public opinion incidents in counties is due to the rigid and concentrated allocation of attention resources in county-level governance. Due to the complexity and uncertainty of the real world, the governance of counties in a super large country requires the development of integrated governance capabilities. As an important node in the national governance structure, the decision-making ability of the secretaries of the county committees of the CPC is a concentrated reflection of the level of county governance, and their attention allocation has a significant impact on the characteristics and life cycle of major network public opinion incidents in counties. Exploring the generation and governance of major network public opinion incidents in counties can help optimize the credibility of county governments, promote the modernization of the county-level governance capability and system.
