Abstract:
The cyberspace, as a new battlefield of contending for international discourse power, not only inherits the operation rules governing the traditional international public opinion field, but also shows some new characteristics. In recent years, China has deepened its cognition of the international discourse power in cyberspace, and put forward a “China plan” for international cyberspace governance, and actively participates in the practice of global cyberspace governance. However, China’s struggle for international discourse rights in cyberspace is faced with both internal and external difficulties. It is not only suppressed by the strong position of Western countries’ network discourse, but also restricted by the poor international communication effect due to its inadequate capacity in this regard. In order to effectively enhance China’s discourse power, the government, professional media, and the private sectors should take proactive actions, perform their respective duties, give full play to their respective advantages, and form a joint force. Among them, the government should strive to build an international discourse dissemination platform and actively participate in the formulation of international Internet rules; professional media should make full use of emerging technologies to innovate the way of information dissemination through the international network; non-governmental forces should actively enhance their discursive production to supplement the supply of official discourse, and build a multiple three-dimensional international communication system.
