Abstract:
Community social organization( CSO) is a kind of institutional mechanism to protect the grassrootscommunities from the harm inflicted by the market force and governmental power. To some extent,it forms an independent governance participant in addition to the government and the market and plays thesystematic functions of adaptation,goal attainment,integration and latent pattern maintenance in basic-levelgovernance. CSOs as endogenous and autonomous organizations are the most important social organizationsat grass-roots level. But currently they are still unable to fully perform the above-mentioned functions incommunity governance. The major factors hindering the CSO’s fulfillment of its functions are due to theinsufficiency in the administrative and social resources to support its development and to the current institutionalrestrictions. Therefore,it is necessary to strengthen the top-level design when the government makingits relevant policies,innovate the governance institutions and promote the growth of various communityfoundations at the grass-roots level. These three methods can help ensure the empowerment,embeddedabsorption and sustainable security for the grass-roots community organizations and thus enable them to betterplay their functions in community governance.
