Abstract:
As a means of achieving social justice, the equal opportunity in education is increasingly importantto a society which boasts of rapid and healthy economic development. The higher education is closely related toa citizen’s access to various rights and interests and the opportunity of development. Through making effectivepolicies and laws, the Chinese government plays an active role in promoting educational equality:makingsure to some extent that each citizen has equal access to higher education and is thus upgraded to a higher socialand economic position. This is not only the inevitable road to social justice but constitutes one of the basicprinciples and goals for China’s development of higher education as well. In China’s neighboring countryJapan, the policy to ensure equal access to higher education is still attracting wide attention despite the fact thatthe country has entered the era of mass higher education since the turn of the 21st century. Through analyzingthe development strategy Japan has adopted to achieve social justice on the basis of educational equality afterits realization of mass higher education, this paper is intended to offer some suggestions about making someeffective educational policies and laws, which can help China’s dream of building a strong country througheducation come true earlier.
