Abstract:: As a value pursuit of good law and order, the concept of harmony remains a thread running through the course of China’s labor legal system for nearly 20 years. But the methods of and approaches to the achievement of harmony vary in their emphases. Aiming at a static harmony, our labor legislation once reformed the original operation rules of labor relationship. However, there was a large gap between the actual effect and the goal to achievement harmony. Addressing the typical problems existing in labor relationship and respecting the existing legal framework, Opinions on the Construction of Harmonious Labor Relationship, aiming for a dynamic harmony and a positive-sum game, forges a sound logical relationship between rights protection and maintaining stability and develops a new idea of building harmonious labor relationship.
