- During the period from May to November,1917,Wilson’s government proposed and signed theso-called Lansing-Ishii Agreement with Japan,hoping to take China as its starting point for declaring its planfor a new world order and at the same time dissolve the possibility of a Japanese-European collusion to opposeits plan. In addition,this agreement was intended to coordinate its relationship with Japan during the FirstWorld War. When designing the agreement,Wilson ignored the existence and attitude of China,overestimatedthe influence the US would have on rebuilding the international order after the war,and gave ready credenceto Japan’s faith in the agreement. All this contributed to the unwanted consequences of signing Lansing-IshiiAgreement.
