Abstract:: The citizens rights to offer proposals in the creation of administrative compulsion is a new development of the rule of law as well as the administrative law proper in our country, which has great significance for the construction of Chinas legal system. The citizens rights of proposal include such categories as: to propose not to create administrative compulsion, to set administrative compulsion, and to create administrative compulsion with added conditions and according to procedures. The key to implementing the said rights is to guarantee that citizens will get involved in such steps as the motion, demonstration, hearings and evaluation of administrative compulsion.
