Abstract:
At the 20th National Congress of the Communist Party of China, General Secretary Xi Jinping emphasized “sharing” as a guiding principle for comprehensively building a socialist modernized country and advancing the great rejuvenation of the Chinese nation in the process of Chinese-style modernization. This further highlights the specific connotations and requirements of shared development in the new era. Sharing signifies a new development concept, requirement, and pattern in which the achievements of socialist modernization, collaboratively created by the entire Chinese people, should be enjoyed collectively by all of them. It clarifies the conditions for advancing and expanding Chinese-style modernization. In every aspect of comprehensive law-based governance, especially in the promotion of scientific legislation, strict law enforcement, impartial justice, and adherence to the law by all citizens, not only is the concept of shared development implemented, but it also provides strong guarantees for shared development and the establishment of a new development pattern. By incorporating and implementing the concept of shared development, a clear and demonstrated logic is established and presented for relying on scientific legislation, strict law enforcement, and impartial justice to safeguard shared development and promote comprehensive law-based governance in a Chinese-style practice. Furthermore, it establishes a clear and prominent logic for relying on the adherence to the law by all citizens to strengthen the resolution to pursue shared development and the capability for comprehensive law-based governance in a Chinese-style practice. Embarking on a path that moves towards sharing through the rule of law is an important practice in the new era to explore and resolve major social contradictions, meet the aspirations of the people for a better life, and promote and expand Chinese-style modernization.
