Abstract:
In the process of building a strong modern socialist country in an all-round way, the integrated development of education, talents, and science and technology is governed by its profound internal logical requirements. This is the case whether it is viewed from the perspective of the key variables and core requirements of modernization, or from the perspective of the dynamic mechanism and the convergence point of the three areas. However, the integration of education, talents, and science and technology, to a certain extent, has four dilemmas in governance in terms of value, mechanism, action, and results. These problems should be addressed through the establishment of big concepts concerning these three areas, and through the development of resilient governance. This includes building a collaborative governance system that involves multiple stakeholders; enhancing the governance capacity for the integrated development of education, talents, and science and technology; strengthening theoretical research on the integration of the three areas; and formulating the standards for measuring their integration.
