- A good definition of state governance is the premise for further studies on state governance.Previous studies tended to define this concept in a mechanical and simplistic way，featuring，for instance，ambiguity in identifying the state governance subject and a simplistic contrast with ruling. A scientific definitionof state governance can only be gained through analyzing the problem mentioned above，establishing the stateas the only subject of state governance，and using the Marxist theory of state to formulate the goals，means andobjects of state governance. Accordingly，the approach to the modernization of state governance can be foundon the basis of further analysis of such issues as the operation of state governance and the distribution of power.
