Abstract:
Since the 1990s,there have been two popular concepts in Western politics and reforms of publicaffairs,i.e. the new public management and governance. These two thoughts have had a great impact on China.When national governance becomes a hot spot,the establishment of the logic in its argumentation often focuseson the difference between the meaning of governance and that of the management. This focus is,however,limited in vision. Through introducing Skinner’s“ historical context” method,this paper tries to show thehistorical situations where the public administration,new public management and governance appeared and toreveal their interweaving patterns. In addition,the difference between China and the West can be expected tobe shown by exploring the ideological basis of Western governance theory through the approach of the publicphilosophy.
