Abstract:
People’s green livelihood is a harmonious combination of economic development,ecologicalenvironment and people’s livelihood. It seeks the coordination between wealth distribution and riskdistribution,requiring that the development of people’s livelihood and the growth of public expenditure bebased on the continuous economic development without costing the ecological environment and hurting theecological welfare of future generations. In order to meet the double requirements imposed by environmentalprotection and economic development,green-oriented livelihood should develop at an appropriate speed andin a sensible way. This requires us human beings to reflect on what ecological risks we have created and howthey are distributed. In this sense,there are significant political implications in such issues. Among others,this means an expansion of civil rights,which in turn requires the government to enlarge the scope of itsresponsibility. It is advisable for the government to meet the challenges to its legitimacy through incorporatingpeople’s social needs into their natural needs and the needs of future generations into those of the currentgeneration and accordingly appealing to a new policy paradigm,which can promote the improvement of thegovernance system and the modernization of the governance capability of the government.
