Abstract:: While social transformation gives rise to a series of unprecedented historical opportunities, it also creates a round of risks and problems. The overall transitions in the economy, politics, cultural concept, and social fabric have brought about corresponding risks in the present historical period of China. The rationale behind the state governance system modernization is that the revolutionary changes in social orders require comprehensive innovations in the state administrative system; the key to the success of this modernization drive lies in developing adequate governance capacity, which is the guarantee of effective administration.
