Abstract:
The Song Dynasty was a critical period when the southern ethnic governance system changed from the jimi 羁縻 system(an autonomous administrative and political organization system used in China between the 7th century and 10th century)to the chieftain system. Though the system of jimi was implemented in the Song Dynasty, the transformation of the ethnic governance system began to change in the southern part of China since the early Northern Song Dynasty. What is most noticeable is that the Song Dynasty learned from the experience of inland governance to re-establish the economic and military systems in the border ethnic areas and form a border community integrating the yi 夷(non-Han Chinese tribes)and the xia 夏(Han Chinese). Ding Wei, who served as the transport commissioner of Kuizhou Lu during the reign of Emperor Zhenzong of the Song Dynasty, can be regarded as the representative official in the transition of jimi system in the early Song Dynasty. His measures, such as “exchanging salt for millet” and “joint defense by local troops”, were inspired by the governance policies implemented in the central part of China and the northwest border in the early Northern Song Dynasty, and had distinctive characteristics of the times. This shows that the reform of political, military and economic policies in the early Song Dynasty was an important cause for the transformation of the jimi system in the Song Dynasty. Through the investigation of the real situation of the jimi system in the early Song Dynasty represented by Ding Wei's governance in Kuizhou Lu, we can deepen our understanding of the jimi system reform in the Tang and Song Dynasties, and understand the important significance of the transformation of the ancient southern border control strategy from the jimi system to the chieftain system.
