- Because of the invention and application of the Internet technology, human society has come into two kinds of space: the real space and cyberspace, which are parallel and intersecting with each other. The empowerment of information challenges the state governance. Faith, institution and technology are combined with two kinds of space, thus giving birth to a kind of state governance in cyberspace. The dispersion and agglomeration functions of cyberspace impose a big challenge to the state governance, because it is difficult for the institution and organization in real space to deal with the collective actions produced in cyberspaces. Under such circumstances, the state has to pay due attention to the action logic of cyberspace and give top priority to the cultivation of the morality which is essential to the effective operation of these two parallel spaces.
