- Abstract:
- Along with the worsening of environmental crises and frequent occurrences of mass incidents caused by environmental pollutions, the environmental conflict has been the hot spot of the study in the academic circles. Viewed from the risky society management theory, the risks of environmental conflicts in our country are characterized by realistic risks and potential risks. The realistic risks include health risks, disaster risks, and economic risks. However, the potential risks show up as the effects on and consequences in politics, law and national security exerted by the uncertain factors of the environmental conflicts. At present, the trend in social risks caused by environmental conflicts in our country is changing from possibility to reality. Under the guidance of the risk theory, we have to adopt a mode of coordinated management among the multiple bodies jointly participating in the public affairs, promote the administrative reform, build the mechanism of public participation, improve the legal system, and make sure the government gives full play to its leading role and the public play a principal role in upgrading the operation of the coordinated management and keeping it at an effective and sound level.
