- Abstract:
- External social support is indispensible to successful education reform and development. The government function itself is one of the key social support elements. More importantly, the orientation of government function affects the growth of social support system for education reform and development. In the transformation from “an omnipotent government” to “a limited government”, the social support for education reform and development will undergo profound changes: from chaos to differentiation; and from a spontaneous existence to a planned division of labor. The sustainable development of social support for education reform and development depends on reorientating government functions in guiding the social support for education.
